Visa Services

A non-quota immigrant is a foreigner who is admitted into the Philippines as an immigrant without regard to numeral limitation.
The following fall under this category:
  • The wife or husband or the unmarried child under twenty-one years of age of a Philippine citizen, if accompanied or following to join such citizen;
  • A child of foreigner parents born during the temporary visit abroad of the mother, the mother having been previously lawfully admitted into the Philippiines for permanent residence, if the child is accompanying or coming to join a parent and applies for admission within five years from date of its birth;
  • A child born subsequent to the issuance of the immigration visa of the accompanying parent, the visa not having expired;
  • A woman who was a citizen of the Philippines and who lost her citizenship because of her marriage to a foreigner or by reason of the loss of Philippine citizenship of her husband; and her unmarried child under twenty-one years of age if accompanying or following to join her;
  • A person previously lawfully admitted into the Philippines as a permanent resident and subsequently left the Philippines for a temporary visit abroad, without securing a re-entry permit, or, whose re-entry permit has expired before his return to the Philippines, to an unrelinquished residence in the Philippines;
  • The wife or husband or the unmarried child under twenty one years of age of a foreigner lawfully admitted into the Philippines for permanent residence prior to the date on which the Immigration Act became effective and who is a resident therein, if such wife, husband or child applies for admission within a period of two years following the date on which the Immigration Act becomes effective.
  • A natural-born citizen of the Philippines, who has been naturalized in a foreign country, and is returning to the Philippines for permanent residence, including his spouse and minor children.


Requirements for 13(a) Non-Quota Immigrant Application

(Note: For numbers 4 to 13, submit original and two (2) photocopies each of the required documents):

  1. Personal appearance of the applicant at the Consulate
  2. Two (2) original accomplished Non-Quota Immigrant Visa application forms (FA Form No. 3 revised 1981), to be filed by the applicant
  3. Four (4) recent passport size photographs with white background, taken within the last three months
  4. Current passport of the applicant (minimum validity of 12 months)
  5. Birth certificate of the applicant and his/her children (if applicant has dependents who are eligible to the same visa)
  6. If married in the Philippines, applicant's NSO authenticated Marriage Certificate OR if married outside the Philippines, a Report of Marriage (ROM) issued by the Philippine Embassy or Consulate
  7. Personal appearance at the Consulate of the Filipino spouse or a duly notarized endorsement letter from the Filipino spouse (in case the Filipino spouse is abroad or in the Philippines).  The endorsement letter must contain the Filipino spouse's address and contact number abroad
  8. Current valid passport and visa of Filipino spouse
  9. Police Clearance based on fingerprint check issued by the Australian Federal Police duly authenticated by the Department of Foreign Affairs and Trade NSW (DFAT)
  10. Documentary evidence or proof of financial capability of the applicant and/or the Filipino spouse (for example: bank statement, investment certificates, house or property ownership, pension plan, etc.).
  11. Original Medical Certificate (FA Form No. 11) accomplished by a General Practitioner or physician authorized and accredited by the Australian Government. The medical certificate must also include the x-ray film, laboratory reports, etc. The medical examination report is valid only if submitted to the quarantine officer at the port of entry in the Philippines together  with the visa application, within six (6) months from the date the examination was conducted.
  12. In case the applicant is a former Philippine citizen, evidence of the former citizenship such as Philippine passport, birth certificate and certified true copy of the Certificate of Naturalization (Australian Certificate of Citizenship)
  13. If applicant had lost or renounced Philippine citizenship because of marriage to another national: certified true copies of birth certificate, marriage certificate and evidence of present foreign citizenship.
  14. A non-refundable visa fee to be paid either in cash or postal money order payable to the "Philippine Consulate General in Sydney". Refer to  Consular Fees.
  15. The Consulate reserves the right to require the submission of additional documents as deemed necessary. 

Employment visas for the Philippines are processed by the Bureau of Immigration of the Philippines. Foreign nationals who will work in the Philippines must have their employment arranged by the employing company. Refer to the following links for information on the (pre-arranged) employment visa.

Foreign students who wish to take up a short-term non-degree course must apply for a temporary visitor's visa. The accepting school or institution in the Philippines must be authorized by the Bureau of Immigration to accept foreign students. Upon arrival in the Philippines and acceptance by the school or institution, the student will apply for a Special Study Permit at the Bureau of Immigration's Student Desk.

A Student Visa is issued by the Consulate upon receipt of authority from the Department of Foreign Affairs.) The student applicant must apply for admission directly to the admitting school. The admitting school refers the application to the Commission on Higher Education (CHED) for approval.  If the application is approved, CHED will transmit its approval to the Secretary of Foreign Affairs who in turn sends the authority to this Consulate. Unless specified otherwise, submit original and two photocopies each of the required documents:

  • Personal appearance at the Consulate
  • Duly accomplished application forms
  • Valid passport
  • Four recent passport photographs
  • Original and copy of Medical Certificate (FA Form No. 11) accomplished by a General Practitioner. The medical certificate must also include the x-ray film, laboratory reports, etc. The medical examination report is valid only if submitted to the quarantine officer at the port of entry in the Philippines together with the visa application, within six (6) months from the date the examination was conducted.
  • Police Clearance based on fingerprint check issued by the Australian Federal Police;
  • Original copy of the School’s Notice of Acceptance (NOA) containing a clear impression of the school’s dry seal, addressed to the student;
  • Original copy of the Certificate of Eligibility for Admission (CEA) issued by the Commission of Higher Education (CHED), if enrolled in courses or program where restrictions may exist due to shortage of facilities, as in medicine or dentistry; and
  • A non-refundable visa fee to be paid either in cash or postal money order payable to the “Philippine Consulate General in Sydney”. Refer to Schedule of Fees.
